Phase I Site Assessments
Phase I Environmental Site Assessment (PIESA) The purpose of a Phase I Environmental Site Assessment is to determine if hazardous or petroleum products were ever stored or mishandled on the site or neighboring sites. As an example, groundwater contamination from a neighboring site could “harm” another property. These studies provide background information for NEPA documents. A Due Diligence investigation can employ either an environmental assessment and/or a Phase I Environmental Site Assessment (PIESA). However, the Phase 1 ESA is only used to determine the presence or previous use of petroleum and hazardous materials on the property or nearby properties. It is not designed to assess any natural features on the property although they might be mentioned in the report. A trained and experienced environmental professional must conduct this work. Clementi Environmental can provide you a proposal and completed Phase I ESA in a timely manner, covering reviewing records; performing a site visit; and interviewing owners, occupants, and local government officials. We now have a certified asbestos inspector (not licensed) and can give you information on whether friable asbestos could be present in a building you are considering for purchase. Phase II Site Assessments
Phase II environmental site assessments are primarily employed after evaluation of the Phase I audit results to acquire and measure contaminant levels at the site and to help define the cost and extent of possible future clean-up. Assessment may also be used as baseline studies to confirm contaminant background levels prior to construction or purchase of a facility. The scope of work for any individual site assessment will be custom tailored for the site conditions, the future land uses and the agency concerns. The type of installation will be chosen based on probable types of chemicals and materials which may be of concern. Clementi Environmental Consulting can complete the following types of investigations: Soil Contamination Assessment Soil vapor studies provide a rapid and cost-effective method of mapping the horizontal distribution of volatile petroleum and chemical vapors in subsurface soils and waters. Soil vapor are used to explore petroleum refining, storage and distribution facilities and other installations which have used or stored fuels, solvents or other petroleum-based chemicals. Soil vapor studies set up grids of sampling over the area of interest and analysis for methane through butane light hydrocarbons, C5+ gasoline range hydrocarbons, chlorinated solvents and other compounds of concern. Eminent Domain
Eminent domain as we know it in the United States and Canada is the compulsory sale of private property to a government or quasi-government entity (an agency of the state or county consortium). The acquisition of private property for public purposes, such as roadway right-of-way, is the inherent power that has been given to each state as we inherited from the former monarchy. This process requires the condemning authority to provide the owner of the property due monetary compensation. The amount of compensation paid to a property owner in an eminent domain case is usually developed by a team of consultants usually under the guidance of an attorney: Property Appraiser, Planner, Engineer, Contractor, CPA, Environmental Consultant, etc. Why do you need an Environmental Consultant for eminent domain? The appraiser determines the value of the land based on the likely or imminent highest and best use as defined by appraisal standards. The value is usually calculated on the price per square foot of land and/or buildings. National Environmental Policy Act (NEPA) and Environmental Impact Studies (EIS)
When it comes to offering consulting services for federal, state and local environmental compliance and permitting, no one offers more in-depth services than Clementi Environmental. The National Environmental Policy Act (NEPA) requires federal agencies to integrate environmental values into their decision-making processes by considering the environmental impacts of their proposed actions and reasonable alternatives to those actions. The NEPA process consists of an evaluation of the environmental effects of a federal undertaking, including its alternatives. There are three levels of analysis. Clementi Environmental can expertly provide all of these prescribed levels of services for your next project: Categorical Exclusion: At the first level, an undertaking may be categorically excluded from a detailed environmental analysis if it meets certain criteria which a federal agency has previously determined as having no significant environmental impact. Environmental Assessment: At the second level of analysis, a federal agency prepares a written environmental assessment (EA) to determine whether or not a federal undertaking would significantly affect the environment. If the answer is no, the agency issues a finding of no significant impact (FONSI). The FONSI may address measures which an agency will take to mitigate potentially significant impacts. Florida Environmental Resource Permit (ERP)
In addition to helping engineers, planners and developers to comply with the National Environmental Policy Act (NEPA) at the federal level, Clementi Environmental’s keen knowledge of environmental permitting rules in states such as Florida can be a vital resource for your construction and development plans. Although not all development involves impacting wetlands, all development does involve the creation of stormwater ponds that discharge to other natural water bodies. In the state of Florida, all Environmental Resource Program (ERP) permitting and state-owned submerged lands authorizations are now done in the district offices of the Department of Environmental Protection and in the St. Johns River, Suwannee River, Northwest Florida, South Florida, and Southwest Florida Water Management Districts.
